Accessibility and step-free routes

Keep the HMS Calliope ramp and all step-free routes clear of queues and equipment. Maintain an accessible viewing position outside the cycle route and confirm accessible-toilet locations. Offer assistance without making assumptions, and include disabled or vulnerable attendees in evacuation or invacuation arrangements.

Alternative viewing areas

When Baltic Square reaches a threshold, follow Protec and Event Control instructions and redirect consistently. Identified alternatives are Performance Square, The Glasshouse concourse, St Mary’s Place, Millennium Bridge and the remainder of the Gateshead side of the Tyne, subject to routes being checked and safe. Admission resumes only after the reconciled count and crowd conditions are satisfactory.

Baltic Square capacity

Green: below 1,800, controlled admission. Amber: 1,800–1,899, reconcile count, increase monitoring and prepare redirection. Red: 1,900–1,999, pause further admission, redirect and inform Event Directors. Absolute limit: 2,000, no admission and safe dispersal action.

Closing & breakdown

At 20:00 the public programme closes, but controls remain active. Maintain counting, stewarding, PA, lighting and first aid until dispersal is substantially complete. Do not begin hazardous breakdown or move vehicles while public routes are occupied.

Crowd pressure warning signs

Report crowd pressure or crushing indicators to Event Control immediately. Protec may stop inflow without awaiting approval. Stop additional movement or programme stimulus if needed, create space, direct people toward safe areas, protect emergency access and deploy medical support where required.

Evacuation or invacuation

Evacuation means leaving by the route directed by stewards; do not stop on the bridge, cycle route or access points. Invacuation means moving calmly into the location directed by staff and remaining there. Event Directors or the Event Safety Officer authorise the action unless emergency services are in command. Use only approved messages.

Event Control & escalation

Event Control coordinates incidents, occupancy and decisions. Report: who is calling, what happened, exact location, immediate danger and help required. For immediate danger to life, call 999 first, then inform Event Control. Begin urgent radio calls with “Priority, priority”.

Fire / electrical incident

Raise the alarm and inform Event Control. Isolate equipment only if safe and authorised, clear the exclusion area, protect escape and emergency-access routes, and call 999 as required. Follow the event fire assessment and be prepared for an evacuation instruction. Do not improvise around electrical equipment, fuel or the generator.

First aid

First Aid Lead: Gregoire Mahaut, contactable through Event Control. First-aid point: Go North East bus. Ambulance rendezvous: adjacent bus stop. For an emergency, give the exact location, create space, protect ambulance access and appoint a meet-and-guide person. AEDs are at Baltic ground floor and The Glasshouse. Anyone may call 999 immediately for a threat to life, then notify Event Control.

Lost child / vulnerable person

Safeguarding Lead: Adam Shore. Welfare and collection point: Go North East bus. Inform Safeguarding and Event Control discreetly; record the description, last known location and time. Where possible, two staff remain with a found child. Do not broadcast identifying details. Escalate suspicious or immediate-risk circumstances, or an unresolved search after 30 minutes, to police through 999 or 101 as appropriate.

Opening rule

No public admission until the Event Safety Officer recommends opening and an Event Director authorises it. Critical documents, controls, staffing and emergency arrangements must be in place.

Radio protocol and privacy

Use plain language, short messages and exact locations. Begin urgent traffic with “Priority, priority” and wait for Event Control to acknowledge. Do not transmit personal medical or safeguarding details unless essential. Event Control repeats back critical numbers and decisions. If radios fail, use the controlled WhatsApp group, direct mobiles or a runner where safe.

Solar safety

Never look directly at the Sun without a suitable eclipse viewer. Damaged viewers must not be used. Public telescope use must not occur without final equipment sign-off and competent operators.

Staff welfare

Drinking water is available at the Go North East bus and Glasshouse redemption desk. Toilets are available in The Glasshouse and Baltic. Staff who are not fit to continue should report this so relief or reassignment can be arranged.

Suspicious item / hostile threat

Do not touch a suspicious item. Establish distance, inform Event Control and police, and follow authorised evacuation or invacuation advice. For a hostile threat, follow current police and emergency-service direction, use clear messages and do not direct people toward the threat. Avoid speculation over radio or PA.

Technical failure

Technical Lead assesses faults and reports to Event Control. PA fallback is megaphone, radios and steward cascade. If safety messages cannot be delivered reliably, suspend the programme. Radio fallback is the controlled WhatsApp group / direct mobiles and a runner where safe.

Vehicle movement

No planned vehicle movement is permitted through a public work area while the public occupies the route. The Site Manager coordinates movements using a named driver, trained banksman, temporary pedestrian exclusion zone and stewards at interfaces. Vehicles move at walking pace; stop if anyone enters the controlled area. Breakdown starts only after Event Control confirms the route is clear.

Weather & lightning

The Event Safety Officer coordinates weather monitoring. Supplier wind and operating limits apply to the screen and temporary equipment. For high wind or instability, stop content, enlarge the exclusion zone and lower, isolate or secure equipment as the competent supplier directs. For lightning or severe weather, suspend exposed activity and direct people to agreed safe locations without creating a surge.

Who can stop or pause?

Protec may pause admission immediately for a crowd threshold or unsafe condition. Event Directors or the Event Safety Officer may pause or stop the programme. Overall event decisions remain with the Event Directors.
